Let the first number be 10. Its 40% is 4.
As in the question 40% of a number is two third of other.
Now we have to find that number and that is.
3\2 * 4 = 6.
For checking.
2\3 * 6 = 4.
And now 40 % meaning 4 lead it to full 100% meaning we get 10.
And know the ratio is.
10:6 or 5:3.
In these type of questions method is not must. Get some use of your natural machine.

A/B=2/3x5/2=5/3
Why not 2a/5=2b/3
then
2a*3=5*2b
6a=10b
=>A:B=3:5

not increases by 40%
and the meaning 'of' is '*'
