1 = 21000 then 3 ration will 63000 for 12 months,
63000/7months = 9000,

How can we take 7 and 12? As b joined 5 months and after 1 year of joining of b, profit is calculated. So we should take (12+5=17) and 12 for a, b respectively. As in the previous online tests. This is the process which gave answer.

Following is Correct explanation:-
A's investment was Rs. 3500 for one-time. It was NEVER recurring for 12 months, i.e., Rs. 3500*12 months is wrong.
It is assumed that B's investment was Rs. x for one-time. It was never recurring for 7 months, i.e., Rs. x*7 months is wrong.
Ratio of profit is given for 1 year.
Therefore, we need to express investments in terms of years, not in terms of months, so that investment ratio has equitable.
Now,
A's share for 12 months (1 year) = Rs. 3500*12/12 = Rs. 3500.
B's share for 7 months (7/12 year) = Rs. x*7/12.
Ratio of Investment should be equal to ratio of profits.
=> 3500:X*7/12 = 2:3.
=> 3500*12/7X = 2/3.
=> 3500*12*3/(7*2) = x.
=> x = Rs. 9000 = B's contribution in the capital.

Here its not specified if- A invested 3500 as complete investment or Rs 3500/month for 12 year. How how can we write 3500*12 for A's investment?
