Very simple just see the table of 3.

3*2=6.
3*3=9.
3*4=12.
3*5=15.
3*6=18.
3*7=21.
3*8=24.
3*9=27.
3*10=30.

So 28 is not a multiple by 3. So wrong answer is 28.

By adding two digit numbers we get only single digit but 28 we get again two digits.

For 21 2+1 = 3 so on.

But 28 2+8 = 10.
