Words are not necessary to make a song. A song can be purely instrumental with just a particular tune to it and various kinds of instruments used to play that tune. Of course words are used to enhance the effect of music. There has to be some one who sets the music of that song and thus that person will be its musician. So my answer is 'musician' .
