I think the answer is C because thieves are the same as crimimals but judges are different.

The answer is obviously B.

It is simply explained as, Criminal is an umbrella under which thieve comes and it is not civil in nature, thieve is part of the criminal. Judge is different personality altogether.

The answer may be D also. Because the judge gives judgement to the thives & the criminals.
