I think U should be the right answer as per my logic and diagram because it is not mentioned the actual position of P so we can take from anywhere.
So, according to me, the most appropriate place of P can be the first position of the circle which is directed North-South.

It's very clear that U and V are neighbours to each other.
So one can't insert U between P and T with V as there is only one left.
Therefore the correct option would be 'OPTION B' i.e, "U".
