Tailor measure mark cut put on is wrong.

Because after cutting no one cannot put on directly without tailoring.

Here tailor is for stitching.

'Tailor' in verb form is 'Stitch'.
'Put on' is To wear.

So, 'D' is absolutely correct.

Tailor is verb here. Not noun so D is correct.

It's not necessary that tailor should take the measurements always. His main work is to stitch.

It should be:

2 (put on).
3 (measure).
4 (mark).
1 (cut).
5 (tailor....stitch up) and here is why?

You don't measure, or mark, or cut, or tailor unless you have already "put on the garment". Right?
