Because after cutting no one cannot put on directly without tailoring.

Here tailor is for stitching.

'Tailor' in verb form is 'Stitch'.
'Put on' is To wear.

So, 'D' is absolutely correct.

3 (measure).
4 (mark).
1 (cut).
5 (tailor....stitch up) and here is why?

You don't measure, or mark, or cut, or tailor unless you have already "put on the garment". Right?
