It should be:

2 (put on).
3 (measure).
4 (mark).
1 (cut).
5 (tailor....stitch up) and here is why?

You don't measure, or mark, or cut, or tailor unless you have already "put on the garment".

Tailor measure mark cut put on is wrong.

Because after cutting no one cannot put on directly without tailoring.

Here tailor is for stitching.
