You don't measure, or mark, or cut, or tailor unless you have already "put on the garment".

First, take measurements, then mark, cut, then you see it with the machine (tailor) then you wear what has been sawn (put on simple.

Tailor measure mark cut put on is wrong.
Because after cutting no one cannot put on directly without tailoring.
Here tailor is for stitching.
