Well, those who say locality is correct if they think population-wise and if the community is assumed to be the caste spread across the country or a region.
But please think another aspect like the community is defined when a people of similar interest meet in a locality like a community center in our locality. It has nothing to do with caste, creed or religion. So the correct sequence is true as the given answer.

The community is relatively closer compared to Locality, maybe that's why they have given community before Locality.
But at the same time, it would be logical to place it as Family Locality Community.
