These are used to describe.

Seldom means rare activity so it comes before never.

Generally means usually done.
sometimes means some times (split the word).
Seldom means rarely and never.

All the given words indicate how frequently we do some action, and the answer is in the order of most frequent (always) to least frequent (never). So it has a definite order.
