All the words given indicate how frequently we do some actions, and the answer is in the order of most frequent (always) to least frequent (never) , so it has a definite order.

Always : on all occasions.
Generally : in most cases.
Sometimes : occasional.
Seldom : not often.
Never : not at all.

So,
Always Generally Sometimes Seldom Never.

In this question we are moving from always to never,

So the sequence should be:

Always->generally->sometimes->seldom -> never

Always : every time.
Generally: usually.
Sometime: on certain occasions.
Seldom: rarely.
Never: at no occasions.

Always means - all of the time(100%).

Generally means - most of the time(80-90%).

Sometimes means - some of the time(above 50%).

Seldom - means very rare (20-30%).

Never - means none of the time(0%).

I agree with choice D ... if we take the sequence and place a context to it to force logic e.g a liking for foodstuffs - u could safely choose in order of precedence.
