So the answer should be 31524.

Ans: 3,1,4,5,2

Crime happen, police came & went to justice, Justice gave his judgement & finally criminal got punishment.

Justice means judge.

So, crime happens then police comes and take criminal to court where justice makes a judgment and hence criminal gets punished.

Hence, 3, 1, 4, 5, 2 is the answer.
