So, crime happens then police comes and take criminal to court where justice makes a judgment and hence criminal gets punished.
Hence, 3, 1, 4, 5, 2 is the answer.

Crime takes place, police take action and take criminal to judge for judgement, criminal gets punishment, the victim gets justice.
