The answer should be East. Because according to question.
The hour hand is on 6 in North n min. Hand on 12 towards south. So to clock it at 9:15. We move it n now the hour hand is on 9 towards east & min hand on 3 directed towards west. So we are ask for the hour hand so the answer should be east.

Answer west is correct as said in question 6 o'clock hr hand shows north direction hence the direction is totally reversed north becomes south so and at 9:15 the min hand will show west. So, given answer is correct.

Actually, 6pm hour hand is pointing 6 but they showing 12.,ie North means opposite to the 6pm in that case 15min. Actually showing (east) but the opposite is the answer. i.e west.

IT'S SIMPLE
At first 6 o'clock pointing towards north.
So keep your watch as 6 o'clock and make 6 hour hand as north.
Keep it as same and change the time as 9.15.
Now minute hand points towards west :).

Both hour and minute hand move 180 degree and both will interchange their position.
