I think 1 is cause and the second one is effect. GDP is money value of all goods and services produced in the country and due to less rainfall there may be decrease in the production, which ultimately would result in low GDP.

In statement 1 deficient rainfall might be occur in non agriculture area. So production does not suffer. And does not affect the growth of GDP.

I feel that they are related i.e as in its because of less rainfall the govt is changing its GDP target. As it would be unrealistic to set a high GDP when the production is surely gonna be low.

Well, 2 causes can have a common effect. We are not here to find a variety of causes, we just have to focus on the cause-effect relationship of given statements, which in this case is there. Hence A is right.
