I think answer can be 16 too.

Suppose. 3^2 =9
Reversed 2^3= 8 ok.

Similarlly 4^2=16
Reversed 2^4=16.

Please justify the above method. Sorry if I'm wrong.

According to me, the solution is;
3^2=9 and 2^3=8.
so, 4^2=16 and 2^4=16.
So the answer is 16 -> C.
