Even the filtering of water doesn't always have to be removal of impurities if editing of a text doesn't always mean removal of something, if it is perfect. Same way censor of a play doesn't always have to be removal of a content if is accurate.

Censor is an official who examines books, plays, news reports, motion pictures, radio and television programs, letters, cablegrams, etc. , as water filters.

According to me water can be filtered in the same way text can be edited.

The probability of edit leads to the expansion or compression but not specifically the required content but the job of a filter is to provide exactly the useful content rather than the unwanted stuff the profile will be taken by censor.
