Here in this sentence pioneer is used as a noun so its best meaning is "SETTLERS".

As an verb its best meaning is "Explorer".

As an adjective its best mesning is"inventor".

Explorers and inventors are also collective nouns and not otherwise. Settlers is not the best answer i suggest that Explorers is the correct choice.

Pioneer means Leader. Settlers are not necessarily pioneers. If anything, it should be explorers.

Pioneers (3rd person singular present, plural of pioneer)

Noun
A person who is among the first to explore or settle a new country or area.

Verb
Develop or be the first to use or apply (a new method, area of knowledge, or activity).

So why isn't explorers correct?

Although to explore took courage, to settle a land took more courage, because it meant fighting off wild animals, living off the land, turning wild lands into farm lands, etc. This is something the pioneers/settlers (in America) did.
