I think we need to remember that "when" also function as a conjunction. And once it takes this functional role, it defines 4 things!

1. At what time (e.g They were told WHEN to sleep).

2. At such time as (e.g I'm happy WHEN am working).

3. As soon as (e.g I'll do it WHEN I get the time).

4. At a time in the past. (it was raining WHEN I came yesterday) Now, take note of number four, example given by Suresh Khichee ("It was for the first time when Obama met any Indian") and that of the question it self, its clear WHEN function as a conjunction at a time in the past.

Where should I expect to put "WHEN". So this definitely is not an explanation.
