No doubt part B has an error but the error is we use 'if' only when we have condition here member is expressing doubt, " minister is an atheist or not?".
So if should not be used, we should use here "whether".

When expressing doubt, if /whether is used. Therefore, the sentence is correct. If the member is sure that the minister is an atheist, he can 'declare' that.

Here the minister "doubted", means he wants to express his doubt.
"One of the members asked if the Minister was an atheist". Is correct.
