No doubt part B has an error but the error is we use 'if' only when we have condition here member is expressing doubt, " minister is an atheist or not?".
So if should not be used, we should use here "whether".

We use if/whether after doubt in affirmative sentence.
And we use that in negative sentence.
Here athiest is a word which has negative sense so "that" is used.
