See rajeshwar, since 'could' is past tense 'raised' should be used instead of 'raising'.
But I think the sentence can even be so "several issues raising in the meeting can be amicably handling".

Here is the example of subject verb agreement so several is plural pronoun so it take plural form of verb i.e. issue in place of issues.

"at" is used to talk about group activities so I think it should be " at the metting". So option B is the correct answer.
