This is correct because when we join the clause having could + Present form with conjunction 'when or before and the clause that begin with 'when or before' if is in past tense, could is considered in past tense.

This is incorrect, you are mixing tenses.
If you want to use "reached" (past tense) it should be "He succeeded in catching the ball before it reached the boundary line".
If you want to use "reached" (past tense) it should be "He succeeded in catching the ball before it reached the boundary line".
