Yes, C is the right answer here.

I too think in option B it is 'the Sanskrit'.

Hindi and Marathi are different forms of (the Sanskrit which was once spoken) in almost every part of India.

The text in brackets is being specific to the past Sanskrit. The Sanskrit that was spoken back then. Get it? The use of 'were' here will be inappropriate. Try switching 'was' with 'were' if you want to.

This can have 2 answers for sure.

1) Hindi and Marathi are different forms of the Sanskrit which WERE once spoken in almost every part of India. (Context to both languages).

2) Hindi and Marathi are different forms of the Sanskrit which WAS once spoken in almost every part of India. (Context to Sanskrit).

Read both. You won't find any of them wrong.
