'Did' instead of 'have done'.
Because we're dealing with closed past. Something has already done and there can't be further addition or development. They already did everything to stop the storm. But look at the cases where we could use 'have done'. Those cases are open cases. Which have a continuation, development or effect now also.
I broked the glass. - CLOSED CASE.
I have broken my leg. so that I can't play. - OPEN CASE..
Because we're dealing with closed past. Something has already done and there can't be further addition or development. They already did everything to stop the storm. But look at the cases where we could use 'have done'. Those cases are open cases. Which have a continuation, development or effect now also.
