B should be the answer as there is only one type of pain and as it is mentioned chest pain so no need of writing 'the' before chest pain.

Having a pain is wrong, having is used only for edible things.
Has pain is correct. Option B is also wrong.

He is not coming tomorrow- 'is' used because of (not coming is conform action in future for that we use simple present).

                1. He is not coming tomorrow, is correct because present continue. Is used for near future.
2. As he has a chest pain is correct instead of [B]. As he is having a pain in the chest.
3. [C] and has to see a doctor. Is correct because no need to write HE again.
Thus B is the answer.

                "He" can't be used there.

'and' is a conjunction which separates the two sentences.
Here, in the sentence following 'and' subject is missing so the complete sentence should be he has to see a doctor.
I hope I justified my point.

He is not coming tomorrow as he has pain in the chest and has to see a doctor.
I think this should be the correct answer as we use having for eating or for being pregnant (having a baby). Other than this, having should only be used with verb+ed. (e.g. having received).
