I think this should be the correct answer as we use having for eating or for being pregnant (having a baby). Other than this, having should only be used with verb+ed. (e.g. having received).

'and' is a conjunction which separates the two sentences.

Here, in the sentence following 'and' subject is missing so the complete sentence should be he has to see a doctor.

1. He is not coming tomorrow, is correct because present continue. Is used for near future.

2. As he has a chest pain is correct instead of [B]. As he is having a pain in the chest.

3. [C] and has to see a doctor. Is correct because no need to write HE again.

Thus B is the answer.
