As everthing is in past tense so option d shuld be same.

Since it happened in the past, we have to use "had" there instead of has.

Go out to work we can use this in any type of sentence whether it may be present, past or future.

@Vikas I think the sentence should be "as he has to go out for work".

Here it happened in the past but we have to use "had" instead of the has. Because everything is in past sentence.

The correct form is "as he had to go out to work".

In place of but it must be "because" and also this activity (going to work) is still continuing in present, so has is correct because still he has for go work.
