The answer B is wrong because the Phrase "one of " is used in the first sentence.
The rule is when we use One of, it is always followed by a plural subject thus 'solutions' is correct.

Answer is right because there are many effective solutions.
So here "solutions" is right and out of that one is most effective. It is singular and for that "is" has been used.

There is a mistake in [B] because in [A] there is one is used and in [B] plural "solutions" is used. !
