I think d option can also be correct. Since "and" is used in this sentence, so the auxiliary verb should be plural. ARE MATTERS DECIDED BY LUCK. Anyone, Please guide me.

It is not a question, it is a statement. So, I think "Why some people don't get" is ok. Please clarify if I'm wrong.
