Headquarter in the second option is not correct too. I think it should be "headquarters".

According to the rule 'Has been' is followed by 'V1+ing'. But here V2 (opened) is used and time is also given (6 months ago) in the question hence simple past tense should be used.

We need not be bothered whether the anti-extortion cell is currently open or not. "Six months ago" clearly indicates that it happened in the past. So "was opened" is correct, isn't it?

Why can't it be 'was' opened since it is past tense ?
