Why can't it be 'was' opened since it is past tense ?

Has been shows, anti-extortion cell is open in present also which is firstly opened six months ago.

We need not be bothered whether the anti-extortion cell is currently open or not. "Six months ago" clearly indicates that it happened in the past. So "was opened" is correct, isn't it?

According to the rule 'Has been' is followed by 'V1+ing'. But here V2 (opened) is used and time is also given (6 months ago) in the question hence simple past tense should be used.

An anti-extortion cell opened is correct.
