Option 'C' seems more correct as "At the moment the house was burgled the family was attending a night party in the neighbourhood" makes sense.

Option C can be corrected by adding helping verb and ing to attend but option a can be corrected by omitting "at". These kinds of errors set by examiners mainly focus on the omission of certain words.

"The" is an error here because we know one thing that is the comes when any definite case happens.
But here when the family attended in a party and they don't know when burgled was happen.
