'At the moment' means right now. 'The moment' means a specific time.

Option C can be corrected by adding helping verb and ing to attend but option a can be corrected by omitting "at". These kinds of errors set by examiners mainly focus on the omission of certain words.

Option 'C' seems more correct as "At the moment the house was burgled the family was attending a night party in the neighbourhood" makes sense.
