It is a Conditional Sentence and there is three rule.
I explained with examples.
A) If I go to Agra, I Will see the Taj Mahal.
B) If I went to Agra, I Would see the Taj Mahal.
C) If I had gone to Agra. I Would have seen the TajMahal.

Two actions happened in the past :
If the villagers did not get him admitted in the nearby hospital immediately.
It means villagers got him admitted. And the man is alive till now.
Both of them happened in the past. But not truly happen.
Both of them are imaginary actions.
Correct me, if I'm wrong.
