On the part of used to ascribe responsibility for something to someone. E.G. "There was a series of errors on my part" synonyms: (made/done) by, carried out by, caused by.
In behalf of someone = For someone's benefit*.
On behalf of someone = As someone's agent*.

I believe that 'On behave of' uses for living human beings i.e. On behalf of me.
But on other side, 'On the part of' uses when it does NOT represent any living human beings such as railway or on part of private company.
Please correct me if I am wrong.

Behalf can be used when a person is representing a group of people. Please check google.

Please explain 'a lot of travel delay is caused' I thought this was wrong mine answer was 'lots of travel delays are caused' also I didn't notice on behalf what does a lot means and also why delay not delays.

I think behalf of the means, one of the partner of the railways department, so we use on part of.

'on behalf of' refers to individuals only.
