'on behalf of' applies when one speaks about a Whole thing as a unit, like person, festival etc. 'On part of' is used when we speak about something which can be divided.

So 'on behalf of' is used in the place to represent the "person" on the part is used in the place to represent the "authorities".

Is it right?

Kindly any one give exact meaning where to use "on behalf of" & "on the part of".

We should not use "lot of".. we should use "a lot of" or "lots of" both are same...i think it may be helpful

We cannot use 'on behalf of' as it means that some X is representing the railways which is not appropriate in this sentence.

'In part of' directly refers to Railways
