On behalf of is used for advantage; favor; stead; benefit; interest; profit; support; defence; vindication. Whereas on part of is used for a portion; a component means a part of the whole. I think this will help you.

Behalf of is used to represent someone but here no other responsible for the delay but the railways so it shouldn't be behalf of.

On the part of railway is used because train management and services is the part of railway. Whereas behalf is used to represent something.
