By my point of view, A is correct answer because in a sentence is used as well as past tense used. How this possible?

On the part is also correct but in my opinion, on the account or because of will be more suitable than on the part.

"On behalf of" refers to persons and "on part of" refers to something else other than persons.

I think option A is also incorrect. I don't think due to and is caused can be used at a time. Quite same meaning.

Before you answer, you just read the sentences 2 to 3 times, then you can easily identify the wrong one.

'On behalf' it means that someone does it for someone else.
'on part of' means that 'by' or 'from'.
'on part of' means that 'by' or 'from'.

I think behalf of the means, one of the partner of the railways department, so we use on part of.
