The expression the number is followed by a singular verb while the expression a number is followed by a plural verb.
Examples:

Of is used only for nouns, so twice of twelve is wrong. Twice twelve of twenty-four is right, according to a subject-verb agreement (twice is plural and "make" is also plural).

Here twice twelve is plural. Twelve is taken two times (two twelve) and make is correct. Twice of twelve indicates a unit operation and use of makes is correct.

Hey. I have learnt, with any definite number like ten, twelve, etc we use singular verb. So, I guess 'makes' is the correct word being used in the sentence.

We know that universal truth, mathematical term is always used in present tense so sentence is right. If any body wants to discuss me at this point.

"Twice of twelve makes twenty four" it sounds well but "Twice twelve make twenty four"..it doesn't .

But here there is no conjunction. Twice of twelve makes twenty four is correct.

Answer is right because after definite numeral adjective -noun will be always singular.

It should be two times twelve makes twenty four. Twice twelve doesn't sound correct.
