No. Because since is used for specific time. (means we can differentiate that moment from others).
Like 2005, 2010, 8am. 9pm, here we can understand the exact time/moment/year etc.
But if we say last month. (Here the question rises which month? Is it apr, may or june or dec?)

'since' is used for a specific point of time. So how can we use 'for'? and option c should also correct.

The correct option is "C" because the sentence continuity will break : - Mr. Praful Patel is not attending his office from the last one month.

We use has been + verb + ing when something started in past and still persist or going on in present.

If 2nd becomes has not been then option c should be "since the last one month". Not for the last one month. Hence answer is contradictory.
