Here doing is using as a gerund. One can use gerund, that is verb+ing after preposition 'to'.

The line must be written as is. You cannot change the order. But only the verbal error.

After preposition we use "ing" Form of the verb. So persist in doing is correct.

To is followed by verb which indicate a kind of motion like come, go, went, etc.
