I am agree with you. It should be "iron and steel industries are".

Answer is it also right that "the iron and the steel industries are".

It is the game of proposition only. 'On' is used because investing is always followed by on.

I guess option A is incorrect since the Indian Statistical Institute is a particular noun and should have "the" before it.

Here "The Iron and Steel Industry " is being considered as a single industry, that's why "is" being used. You may be right if we use "The iron & the steel industries" are.

No C is the correct because 'invest' is followed by 'on'.

Whenever 'and' is play a role in the sentence we definitely use helping verb as 'are'.

Where "and" connects two words which represent the same idea then it would be taken as a singular unit.

I agree with @Sandeep @Rakeshi.

It should be "iron and steel industries are" because we are using "and", "is" correct when we are using "iron or steel industries is".
