Here our conception is subject.
In a gist- we can say our conception has changed considerably since Jame's time.

On the other hand the remaining part - 'What a science of mental life should be'.

"Has changed considerably since James' time". It means 'Subject' has changed 'something'. But I think the idea is, 'Something' has changed 'Our conception of what should a science of mental life be'! if this is right, then option C should be "has been changed considerably since James time". Isn't it?

Question is talking about a specific science of mental life and for that we use 'the' not 'a'.

In option C, "has" has to be used because it tells that we are talking about the present times i.e. now our conception "has" changed considerably.
