@Kuldeep is correct. It is time, It is high time, it is opportune time etc should be followed by a second form of the verb.
Example: "It is time you went home".
Example: "It is time you went home".

We can't write equals we write equal it has no plural form.
Eg: It is the time we should accept our people as equal.

As per my knowledge, when the sentence begins with "it is time", it should be followed by a simple past. Eg: accepted.

The statement must be in past or present subjunctive. So, it should be either, "It is time we accepted" or "it is time that we accept". As far as "equals" is concerned, it is used as a plural noun here, which is correct.
