It should be AT THE MEETING not IN THE MEETING as the meaning of the sentence was a group of people was at a particular place which means meeting, So it should be AT THE MEETING.

And WAS NOT COMPETENT is correct word as they are mentioning it as GROUP and not people or persons, so GROUP here is a singular entity, SO WAS used instead of WERE.

I agree that group is a single entity and so the answer is was.

But why not "is". It is not mentioned/clear that the case is closed. It may be still in operation.

Also not sure about "in" or "at" meeting? Difference?

I think the correct answer should be B because group appointed is a past participles which is a passive form.

And in passive form it should have been written like group being appointed.

Also were should be replaced by was.
