Pay attention to the semicolon in the question part. Semicolon is used in place of a conjunction. Put "but" in place of semicolon and the answer is easy to understand.

"What I want is that" this is not correct english. Its a kind of interrogative sentence if we use this.
Therefore, it should be "I want that".
