As "will" shows it is in future tense, so "has" is used.

Any way had will not come, Since if it is had the end will be as "he would have called" and also same about would have and would have had. Also the tense is future perfect.

Acc. To english grammar rules if the 2nd tense shows any future action then the 1st must be in present tense. So' has' is the best option among all others I think so.
