Please read Sundar's notes given just before your comments.

We can go for 'Have you seen him going' only if there is no other way to form the sentence.

But the given words are pretty enough to form a valid sentence without adding any symbols.

Therefore 'You have seen him going' is correct.

You may think "Why not the answers is Option E?"

53124 : "Have you seen him going".

Because there is no question mark (?) symbol in any of given 5 words.

So, we are going for Option B "You have seen him going".
