Answer can't be "A" as we use greater to compare not greatest. Option "B" and "D" compare population of tokyo with other towns so they get rejected. Although option "C" compare population with population but in comparison we take two thing at a time and in option "C" it compare population of tokyo with a group of town's population.

The answer should be A because the comparison is with the all towns of the world. So the Superlative degree must be used.

(d) can't be answer because population (size) is not greater than city (size) , we are not comparing population size to size of city. Population in Tokyo is greater than that (population) which leaves in any other city.

If greater than is used it may represent anything like weather, price, etc. So we use 'that' to represent populatin.

If the sentence will be:.

"The Tokyo is greater than any other town in the world".

Then there would be no use of that of.

But here population of Tokyo is mentioned that means that of is must be used here now.
