This answer sounds ambiguous. I guess greater than any other town would in the world complete the sentence.

Hence no correction is required. The use of that of clears the comparison.

Some ppl are confused with D or E. But it z D.

When 'that' is used in the comparative sntence, other should not be used. So the answer can be.

The population of tokyo is greater than that of any town in the world or the population of tokyo is greater than any other town in the world.
